Not an IT person, but if the OW works with you or has access to your computer, it could be the OW installed it.
Any chance the affair is still going on? This really sounds like something to distract you from finding them out.

Sounds like the A has gone underground and your H & OW are trying to create a BS free zone at work so they can relax
Sadly, this was my thought, as well.
The situation really is fishy.
Threnody's info will help you formulate a plan of attack. You really need to do some investigation, IMO. I'd start with the three supervisors who signed the reprimand.
And I would seriously consider having an attorney represent you.

I have to chime in here...I agree that the whole story stinks.
I work in government, and if some random woman called up making these allegations about you, there would be an investigation, and you would be interviewed, and there would be an IT audit.
If they really did just decide to ban you based on OW allegations, then these bosses need to have their asses handed to them in court, or your WH has to file a grievance--this is certainly NOT proper procedure.
I think you are being snowed, big time.

Thank you all so much.....it is total bullshit for sure 
I live in a good-ole-boy county and one of our commissioners is an absolute ass with a capital A. There have been several instances where he has done the very same thing with no more proof than a rumor.
The other 2 commissioners have allowed him to do so 
The letter came from the commissioner office with all 3 commissioners signing.
My H was reprimanded because he is the Director......I was barred for breech of confidentiality and inappropriate and possibly illegal misuse of internet technologies within the department.
My frustration is that they would take the word of the OW and not even ask about the other side of the story. If I fight it, my H looses his job.

Get a lawyer. Assuming that your husband is not involved, then they will be hard-pressed to fire him for NOTHING if he has a lawyer with him.
You have to first let him know you are doing this, and if there is anything he is not telling you, then he'd better fess up before you go to war.
