I've seen this referred to but I can't figure out what it stands for. I understand it's some kind of recording device but I can't figure out what the actual letters stand for..

It starts recording when it hears voice. So if you put it in his car under the car seat or in his home office, etc., it will activate and start recording when it hears something. (And not record silence).
