So, I am wondering if anyone knows why one person would have an A, but not another. I have worked out my why's with a few different IC's over the years, but BS still wants me to answer this question. Is this just a different way of asking the why?

This might be too shallow, but why does one person run for cover and another stop to play in the rain? There are so many factors to consider. In the same way we each have our personal combination of Why I Did, those who do not cheat have their own personal combination of Why I Did Not.
Integrity
Loyalty
Selflessness
Responsibility
Good mental health
Solid support systems in place

Is he trying to identify that some people are just fundamentally flawed and are A material? I think that's too big of a generalization to be able to answer correctly. We all have different whys with no one common trait short of a severe lapse in boundaries and judgment. I've been the person who doesn't have an A, and I've been the person who had one as well.
