I sent along two extra pair of underwear with DD.
I have to wonder why they don't have a small supply of extra clothes/underwear over there......

Priority one, clean underwear. Yes, wash them in the dang sink and let them air-dry if you have to. I have never once sent my daughter to school without underwear.
I would mention it. Otherwise it could happen again and some people actually do need to be told or taught some common sense in such matters.

Look, I get it. Sometimes laundry piles up and you are scrounging to find something clean. But you find something...or you stay up late to wash it...or one of you makes a quick run out to the store and picks some undies up.
