It's a rolled paper product or a soft plastic thingie that you use for blending charcoal or other drawing product. Can't's elephant looked blended, but she may have used her fingertips. They work, but messily! The reason these look like they have coloured tips is because they have been used to blend pastels.

I used my fingers. Mainly because the bucket with the blending sticks was at the other end of the table and I was too lazy to reach for it.
Plus I like my finger better.
