I got it at Benjamin Moore. It's called Cabinet Coat. It comes in this bright white, but you can tint it various colours. Not sure if it's a Benjamin Moore product.

The new bright hardware worked wonders, too. The old hardware could barely be seen. It was almost the same colour as the cabinets and chirpy cheap.
