Let's get over how much we dislike the OS, and how much I need to get a new phone.
For now, I need to get the pics off my phone so I can free up some gigs. I'd also like to update my Library, and I can't get iTunes to recognize the device either.
The USB cord is functioning - the phone is charging.
I've gone through my device manager and I can see that I have no Apple Device drivers at all. My computer doesn't even recognize the phone as any type of media device.
I was hoping I could just find and download a USB driver that would get this to translate, but neither Microsoft or Apple are offering any downloads and I don't know who/what to trust other than them.
This suckety sucks. Anyone know how to fix this?

I think that was TR's way of saying, "My condolences. You're SOL."

Considering I've spent hours banging my head against the interwebs, I was thinking this was the case.
ConSARN it!

Did you see this: https://discussions.apple.com/thread/4594407 and similar? It's mainly an iphone 5 problem but hits some 4 users.
Is this Windows Me Redux, or is it 8.1? If it's the base crap, go to 8.1 ... or 7. Or Mac

I read a bunch of those discussions. I gave up after I noticed that people started speaking in tongues after about 10 suggestions.

Thanks Gaby - I took a stab at it but my phone's not even showing up as "unspecified."
Laaaaame. Crazz has a laptop with XP so I think I'm going to have to use that for my music stuff.

I have Windows 8.1 and an iphone 4s. The only notable thing is that, with iOS 7, you need to tell the phone it's okay to connect to the computer (unlock it first, plug it in, and then say 'yes' when the phone asks--i believe you have to do this every time); also, iOS 7 required an iTunes update.

I got the laptop to do what I told it to do. I'm going to take a break from this hullabaloo and come back to it when I don't feel like hurling any of my devices over the balcony.
Much thanks to you all for your suggestions and support. WAY more helpful than Apple or Microsoft!
