Well, this may be a criminal matter now. Talk to your attorney about that.

Also, given how sensitive they are to public opinion, how are they going to feel about a public charge, whether criminal or civil? If the prosecutor won’t take the case have your attorney draw up a civil complaint (bailment is the civil cause of action) and show it to them before filing with a last chance to return your things.

How disgusting that throughout this ordeal they have never done the right thing.

Your life will improve tremendously when you no longer have to interact with these people.
