I have a friend that cannot afford an iPad for her college daughter. Is there any place where one can buy a reliable used iPad?

Unless it absolutely has to be an iPad, there are many android tablets that are far, far cheaper.

A refurbished iPad from Apple, perhaps? I got one for myself that way. You have to go their site, then scroll down to the bottom of the page. Under the "Apple Store" heading, there's a link for "refurbished and clearance".
Another place might be through Groupon; a lot of times I've seen refurb'd Apple products for sale there.
Third place to check might be pawn shops.

If your friend's daughter is a full time student, she should check with the college's IT department or book store.
Apple has special discounts for new gear if you are a student.
Even if the student is only part time, it is worth checking out.

eBay. Has functional iPads for about 150. I bought one for my BIL for Christmas.

Her college probably has specs for the tech students need. Sometimes it IS apple products. I personally don't like them. The other posters are right, refurbished tablets can be had on woot, Amazon,eBay. Check the reviews of the vendors and make sure there is some kind of guarantee.
If it doesn't have to be apple she can get a new Kindle fire from $50-$200, and other companies make Android tablets for about $100-$300.
